Around the harbour from the front beach, pebbly beach, dog friendly. Couple of metres gradual incline at waters edge to then a bit of a drop at low tide. On the beach itself a bit of a pebble ridge to cross at the moment, not so bad at high tide.

Parking right behind the beach huts at the Monmouth beach car park.
Accessibility
With all the pebbles you feet can get bashed a bit and the edge is constantly moving under foot, so you can topple east with a reasonable current.
